  • We are looking for a Sr. Project Controls Lead for the Petrochemicals Project in Japan.
  • Nationality: Japanese(If someone who has other nationality can speak Japanese & English fluently, it is possible to apply for this position)
Job Description
  • Responsibilities include all Project Control activities including cost management, planning and scheduling, budgeting, estimating, and auditing.
  • • Contribute to the development of the Project Execution Plan(s)
  • • Develop Project Control execution strategies for PMT and all contractors
  • • Prepare procedures for various Project Control activities including budget forecast from estimates, forecasting bases, schedule preparation and maintenance, contractor interface, change and variance recognition, and periodic reporting
  • • Monitor contractor compliance with Best Practices of Project Controls, and specific contractual requirements regarding reporting timeliness and quality
  • • Manage Cost Engineering activities including development and implementation of Cost Control systems, invoice processing activities, monthly Cost Reporting, trending, Forecast and variance analysis, funding budgets, and cash flow
  • • Manage Cost Estimating and Forecasting activities including periodic project re-estimates and Cost Benchmark metrics.
  • • Manage Planning and Scheduling activities including development of summary and detailed project schedules, progress and performance monitoring, schedule deviations, and workaround solutions
  • • Facilitate the implementation of the change management process
  • • Facilitate Risk Mitigation and Contingency Planning Process
  • • Supervise Estimating, Cost Control, Planning/Scheduling, and Risk Management
  • • Support all members of the Project Controls team
  • • Plan and manage the execution of internal audits of critical commercial Internal Control systems, as required
  • • Manage the verification of earned value physical progress of all contractors
  • • Provide any input required for commercial terms and approval of contractor invoicing
  • • Interface with key corporate and project functions including, but not limited to: project management, finance and accounting, business analysis, procurement, engineering, construction, legal, document control, plant operations, and information technology
  • • Assure that Project Controls deliverables meet all corporate expectations for each phase of the project
  • • Support ad-hoc project reports and project controls related tasks per instructions from project controls manager or project manager
  • Qualifications Required
  • • Bachelor degree in engineering, construction, or business
  • • 25 years major downstream project experience in a related capacity
  • • Execution experience of FEED and EPC phase
  • • Must be able to work/ willing to learn utilizing Skype for meetings, reporting and regularly communicating with the project office in USA
  • • Bi-lingual with proficiency in local language and English
  • • Experience in staff management and supervision
  • • Excellent oral and written communication skills
  • • Self-starter with a strong commitment to safety
  • • Ability to manage multiple assignments simultaneously
  • • Proficient with Cost Management system to be able to manage cost estimates, cost monitoring through a cost software
  • • Proficient with Primavera Project Planner version 6.2 or higher, ability to independently create layouts, group and sort activities in P6, interface with cost system and generate what-if scenarios and reports
  • • Good understanding of earned value progressing and the basis for rules of credit
  • • Ability to work with peers, contractors, and a wide variety of stakeholders
  • • Positive attitude and high ethical standards
  • Preferred Qualifications
  • • Petrochemical mega-project execution experience
  • • Experience in cost management software such as PRISM, Ecosys, Cobra or similar software
  • • Experience of Primavera database management and the implementation of fully integrated scheduling using multiple contractors
  • • Experience in working and facilitating the change management process for a major project
  • • Knowledge of quantity trending
  • • Experience with schedule benchmarking and risk analysis
  • • Advance user of Excel
  • Work Location
  • • With the project team in Japan through the FEED and Engineering Procurement phase
  • • May need to occasionally travel to the other project office in Korea or to Houston, USA.
